Group Policy propergation in Server2003 SYSVOL

i have ad domain 3 dcs. @ stage users began having difficulty accessing shares , re-directed documents folders. tracked problem down lack of gpos in sysvol shares on of dcs. on 1 of dcs found folder called "ntfrs_preexisting___see_eventlog" , gpos within directory. manually copied these folders , files using xcopy retain permissions etc sysvol/domain.local folder on each of dc's , set registry hkey_lm\system\currentcontrolset\services\netlogon\parameters\sysvolready 0 1. after restarted ntfrs , netlogon , things seemed start working again. notice changes gps not propergating across different ds's , un how overcome issue. other user entries not part of gpos replicating fine , issue having seems confined information stored within sysvol share including not limited gpo's

any suggestions?
