VPN Cert for non-domain PC

we have cisco ssl vpn , have user has home pc - not part of our domain, needs vpn in. can tell me how can cert onto pc? won't ever locally on our network , don't have public-facing web enrollment server.

do have internal ca availabe in environment? if not, think have request certificate public ca.
