Windows 2008 Network Connectivity Problem

firstly, please excuse lenght of post, need explain issue in ddetail.

i am having problem with window server 2008 standard edition (32-bit) installed on dell r200 server.

at first joined server to a windows 2003 domain (which prepared windows 2008 - adprep /forestprep etc.) , attempted promote it as first windows 2008 dc, dcpromo failed following error:

"failed install active directory domain services binaries. error was: requested operation failed. system reboot required roll changes."

after rebooting server, nic icon displayed red "x" if not connected, the strange thing server still able ping other machines on network , still able on internet, other machines not able ping server @ all.

when moused on nic icon following was displayed:

"connection status: unknown. dependency service or group failed."

also, following "automatic startup" services not starting:

base filtering engine
dhcp client
diagnostic policy service
ike , authip ipseckeying modules
ipsec policy agent
network list service
network location awareness
windows firewall
windows time

if attempt start of these services receive following:

"windows not start service_name service on server_name. error 5: access denied"

the way resolve pop in windows 2008 cd, let autorun , select "upgrade" option, basically reinstalls os windows 2008 windows 2008, thereby repairing issue @ hand.

i able make server dc running dcpromo without first joining server domain , after required reboot seemed well, dcdiag tests passing , relpication other dcs taking place.

over weeked i had shut down our servers due electrical work being done, when i started them again windows 2008 server reverted same issue nic. did "upgrade" installation again , got windows 2008 server online dc, of course not acceptable.

i decided testing, installed windows 2008 on desktop , realize can restart windows 2008 without problems, once shut down , start problem occurs.

has encountered issue , found working solution?

none of them has reported similar probelm. need isolate causing problem.

you mean when restart server above listed services goes stop state ?

if check same behavior in safe mode.

also symantec antivirus making lot of noise days, if have installed , suggest uninstall , check behavior.

do have nic drivers updated ?

also please have pc updated latest security patches , let know result.
