Group Policy grey out all internet zones

hello,

i have created gpo add intranet url "local intranet" zone.  everything working fine except gpo grey out , remove of urls in "trusted sites" zone on ie.  is there away can apply setting intranet , still allow users add own url ie trusted sites zone? 

my environment:

windows 7

ie v11.

windows 2012 r2 active directory.
