iscsi scanning on boot -- what is connected, what is ignored?

please settle argument between myself , coworker. we have 2 windows 2003 clustered exchange database servers using cluster continuous replication. when primary database server rebooted, iscsi connection the iscsci initiator group the lun scanned , refreshed. if there additional mapping created on server's initiator group on san for secondary server, mapping connect secondary server on reboot, or other mapping ignored because not primary server?

if initiator configured make connection persistent, reconnect should happen on reboot.  would have happen on both nodes.  since ccr cluster, kind of wondering why shared storage connection via iscsi?
