Windows 7 Pro -Slow logon using Cached credentials connected to network outside the Primary domain


hello,
have seen lot of questions no response has fixed issue. post scenario , have tired:
configured hp 6930p notebook vanilla image of windows 7 sp1 (also tired rtm) , had join our domain , default domain policy hardly customized when gets computer default ou. test computer happens all. if disconnect domain , connect outside internet connection such employee bring pc home use boot process takes 60 seconds , spins @ "welcome" screen. (i count based on number of times circle spins. if not connect network takes 2-3 seconds load past welcome screen.
logging local accounts takes less 2-3 seconds. logging while on domain less 5 seconds.

here have tired:

windows 7 licensed , activated
no virus scan installed
security patches applied
hardware drivers loaded
disabled windows firewall networks
read , tired apply hot fix 977346 hot fix said did not apply. still enabled workarounds setting reg entry 5 or less: delayeddesktopswitchtimeout disabling desktop window manager session manager
set these entries in computer local policy: time out dialog boxes; enabled=0, not detect slow network connections; enabled, set max wait time network; enabled=0
set these entries in user local policy: run logon script sync = enabled
performed clean boot article: 331796

none of these steps improved speed @ on test notebook.

any thoughts on how further troubleshoot this?
