Server 2012 RD Connection Broker sends connections to an unavailable server


in 2012 rds deployment have:

2 servers running rd connection broker , rd session host configured connection broker high availability

2 servers running rd gateway , rd web access

rd gateway failover beautiful, if 1 gateway dies transfers connections other available gateway, end user experiences brief interruption, can rd session host also?

however session host not appear farmed, if have connections on both session hosts , shut down 1 of servers, users on server lose connection when these users try connect again, seeing in event log connection broker trying send user connections downed server fails.  i have disabled enable automatic reconnection , set "when session limit reached or connection broken end session."  how connection broker aware if session host unavailable?  is possible force connection broker not send connections unavailable server

i've tried downing server , running "remove-rdsessionhost" error server unavailable.

i've modified registry keys in hklm\system\currentcontrolset\services\tssdis\parameters change ping mode 10 seconds , 2 "numberfailedpintsbeforepurge" leads no real changes.

i've removed references unavailable server registry keys here: hklm\system\currentcontrolset\control\terminalserver\clustersettings\
