Configuring VPN on Windows Server 2008 with no DHCP

have cloud based virtual machine client's hosting company. sole purpose of vm instance clients public facing asp.net web site.

vm instance had bare installation of windows server 2008 r2 on , installed following:

  • iis
  • network policy , access server
  • mssql 2012

able remote desktop , connect mssql remotely have opened respective firewall ports via hosting company control panel firewall.

recently, have noticed there group of computers ip addresses on world attempting brute-force the administrator and sa account. subsequently disabled both of accounts precaution , not plan on re-enabling them. however, repeated brute force continues on these accounts.

tried set vpn access on windows server can not working. followed tutorials:here and here and here..

when try connect via vpn notices following messages in event viewer:

unable contact dhcp server. automatic private ip address 169.254.xxx.xx assigned dial-in clients. clients may unable access resources on network.

indicates dhcp not installed. when go install dhcp presented many options beyond me.

so, questions is: since have working live client asp.net application running on vm instance fixed ip (4x.2x.13x.xx) / www.clientssite.com. installing dhcp role potentially mess-up / take down live site? dhcp keep site working under iis , can create dhcp range of 10.9.8.10 10.9.8.50 ? fix vpn connection issue ultimate goal.
