A Policy Server not running in an EXE

i'm building silverlight application requires server-client communication.

i created policy service these instructions http://weblogs.asp.net/dwahlin/archive/2008/06/08/creating-a-silverlight-2-client-access-policy-socket-server.aspx but works when policy service runs exe. i cannot run exe on hosting server i've got figure out solution

the server runs normal web application. when try run policy service in thread in server, policy service gets request, sends policy file client still throws "access denied".

any ideas?

ok after more 2 weeks of trying sort problem,

it appears has incorrect policy xml file.
