GPO refresh over VPN connection

hi there,

i understand when client (windows 7) connects network on vpn or cable gets plugged in after computer has been started, client dc , fetch gpos , apply gpo settings can applied in background refresh.

but happens other settings (that can not applied in background), applied next time user restarts computer? if have travelling users use vpn connect network?

they never applied, because without network connection, there
no foreground refresh. there no caching mechanism.
