MS-SQL 2014 Express License polocy

i have plan use ms sql server dbms of our solution though there limitations belows;
  - max compute capacity : lesser of 1 socket or 4 cores

  - max memory utilization - dbe 1gb

  - max db size 10gb

i think our solution uses small database, "ms sql server express" can control & cover database our solution.

 this question.
 for saving cost, want use/buy 1 server application server , database server. consider of "intel xeon
e5-2660v3 x 2 ( 6core * 2socket )" server , install application , dbms 1 server.

if install "ms sql server express" in 2 socket/12core server, ok? there issue according microsoft sql server license policy?

 i read "ms_sql_server_2014_licensing_guide.pdf". there limitaion resource, not server(hardware) size. why have question this.

 as know, have buy core-based license or user-based license ms sql server standard edition.

 how ms sql server express edition?
