desperate enabled file/folder sharing , created share.

can't turn off firewall temporarily server located miles , miles away , kills rdp.
spent hours reading documentation. found this: http://technet.microsoft.com/en-us/library/ff602923%28ws.10%29.aspx
i'm thrilled have 6 levels of firewall rule priority, am. so what's secret opening port?
there no external firewall, linux machines in rack using same backbone not have issues.
all instructions find online have done in terms of opening ports not work, port not open.
iis, installed wizardly wizard, works fine on port 80.
the server 3 days old. 1 has touched it. nothing special it, clean, out of box windows server. 2 nics, 1 local lan in rack, 1 connected internet. that's it.
so please, anyone, how accomplish basic, simple, easy task of opening port 21, or other port matter on windows server 2008 r2 web edition?
i got file transferred using tsclient (ugly) , it's working web server, able perform other, simple basic server functions box... or downgrade 2003, simple , easy use (but didn't have pretty wizardly stuff)
solved problem myself.
it seems every time change firewall rule applies ftp, have restart ftp service.
i guess ever found solution.... didn't want share :-)
