Group policy change causing big boot problems this morning

i have small 2008 domain mix of windows 7 , xp clients.  made change group policy security caused 20 workstations boot black screen cursor.  wound having boot each 1 recovery mode, not safe mode.  believe caused 1 of following group policy changes made 20 minutes prior problem appearing:

computer/policies/windows settings/security settings/local policies/security options
interactive logon:  number of previous logons cache
set 0

do not allow anonmyous enumeration of sam accounts
enabled

do not allow anonmyous enumeration of sam accounts
enabled

do not allow storage of passwords , credentials network authentication
enabled

computer configuration -> policies -> windows settings -> security settings -> system services
rpc disabled
remote registry disabled

its rpc service has me suspicious though still don't understand how cause black screen , portion of our windows 7 pcs.  xp not affected @ all.  there 1 oddity stands out i'd mention.  opened backup of policy changed on friday , examined settings.  there security button rpc , remote registry services.  when clicked examine settings blank of other services show system (full), administrators (full), , interactive (read).  have been cause of problem?  i'd enable policy again without knowing happened can't take change.  i'd appreciate ideas problem, thanks!
