Cannot Get RDP For Administrative Access To Work

we have 2 2012r2 standard servers rdp admin access not work.  other 2012r2 servers work fine.  2 not work both domain controllers.  both vm's, of others.  have verified rdp service running.  verified registry settings, port 3389.  remote access turned on in system settings.  windows firewall turned off, service disabled , not running.  there no anti-virus.  these both new ground domain controllers built separately.  have checked find after reading hours of posts on internet.  have had no luck.

the weird thing when doing netstat there nothing listening on port 3389.  service running , there no errors in event logs yet port not open.  have verified settings against servers work , same.

can identify missing here?  thanks!!!

is network location set public network?
