Access denied when double click to execute .bat file on Windows Server 2003

hello.  logged in via remote desktop windows server 2003 using account member of domain admins group particular servers admin group.  have created large number of .bat files handle of tasks on regular basis.  have never had problem navigating these in windows explorer , double clicking these run them until few months ago when started getting access denied messages.  i'm not sure changed.  if drag .bat file command window executes steps tedious.  ideas?
