IPsec Pre-shared Key Problem

i have windows 2016 standard server , i'm having problem ras. anytime enable "allow custom ipsec policy l2tp/ikev2 connection", type in pre-shared key , click apply ras freezes up. network connections (not vpn) coming server drop, outbound web browser on server console fails , localhost telnet fails.  attempting restart server , hangs on "restarting server" extreme periods of time forcing me press power button on system restart it.  trying ipsec/ ikev2 vpn work on server, pptp work fine.  unable stick in pre-shared key field due crashing on me.

i have tested in lab windows server 2016 standard rras server.it works fine.

1.please use 'sfc' , 'dism' command scan , restore system files,in case there corrupted files.

sfc /scannow

dism /online /cleanup-image /restorehealth

2.please try remove , re-add rras service , test again.
