Some GPO settings appear to be missing?

hi guys, have windows server 2003 sp2 running 1 of our domain controllers. implemented wsus earlier year , came accross article.

http://blogs.technet.com/sus/archive/2008/06/30/wsus-how-to-throttle-bits.aspx

problem when got gpo setup wsus, there no network > background intelligent transfer service section. simply, computer configuration > administrative templates > windows components > windows update.

there .adm files available can set bits throttling etc, or there hotfix need?

advice appreciated!

kind regards
shane.
