Virtual Channel Registration Problem

i had virtual channel dll , according microsoft can register dll either in hklm or hkcu . problem is working fine in case of hkcu if regsiter virtual channel dll under hklm not working . can tell me how can regsiter dll under hklm on system can use dll functionality , should not restricted particular user. in advance
