Can't install IE11 on Windows Server 2008 R2

i have vmware vm 2008 r2 sp1. internet explorer 8 installed , when trying install ie11, installer complains there pre-requisite needs installed. when examining c:\windows\ie11_main.log, error is:

error installing prerequisite file (c:\windows\temp\ie1715d.tmp\kb2834140_amd64.msu): 0x800f081e (2148468766)

the patch in question , kb2834140 pertains situation mix of graphics cards may exist in server, not case here (a vm standard vmware svga adapter).

when trying manually install kb2834140, gives error "the update not applicable to computer", seems fair since has 1 virtualized display dapter. still, ie11 requires it.

what have tried:

* re-installing sp1 (failed event log entry "service pack installation failed error code 0x80070bc9.")

* running microsoft system update readiness tool , examined checksur.log file (no errors detected)

* resetted windows update components (https://support.microsoft.com/en-us/kb/971058)

right not sure whether issue lies in kb2834140 refusing install, or if whole windows update / servicing system broken. hints appreciated.
