VSO User / Team Privileges Management issue

hi all!

i have project in vso , dev team, , wanted add stakeholder access allow solution users report bugs.

for that, created new team under project tree named "support", added new user team.

i expected that, since didn't add user "dev team" user shouldn't have access, see, read, modify, etc.. on work itens managed team, yet since settings project, support user can access both teams, not added them , manage or none.

i know, if there possible set rules of user can see , manage, because bug tracking, wanted have team or user creating bugs , mark them resolved, alerts during process.
