DNS TTL for only specific DNS Names and IPs
ttls dns records. , records have nothing ports. don't know they're asking.
the ttl determines how long dns server cache record (put dns console in advanced view, @ cache folder has been queried , can see time counting down refreshing window), , how long querying client cache in local client side resolver cache (as seen running ipconfig /displaydns), until has re-query record.
tcp 1433 sql. want open (port translate) sql internet? not idea.
maybe if can describe project , expected end result, can provide specific comments , assistance.

fyi... can set ttl specific record, assuming that you manage own public records. if don't, you'll have ask whomever does. example, manage 20 customer public zones. when create a record, have option alter ttl, otherwise sets 7200 seconds, iirc. set lower say, 60 seconds, when need make change in record. way doesn't stay cached long on querying dns servers , hosts , change takes effect immediately. setting 0 means nothing's caching it.
