q: think problem might in group policy overriding dhcp?
a: said: manually adding record in forward lookup zone fix being able right click , 'manage' computer through active directory. personally, guess problem may not related group policy settings override dhcp setting.
since have verified settings correct due previous post, record of client still doesn't exist in forward lookup zone. name resolution issue.
troubleshooting steps:
1. may assign static ip address on client, , make point current dns server.
2. please run "ipconfig /all" on problematic client ensure dns server pointing correct domain controller.
3. afterwards, can run following command on client check if can manually register ip address on dns server.
ipconfig /registerdns
q: can ping machine hostname , name somehow resolves. what resolving if there's no record in forward lookup zone?
a: think operation system tried resolve name using netbios. although have not configured wins server, clients can still use netbios broadcast resolve names in same subnet.
by default, windows server 2003-based, windows 2000-based, , windows xp-based dhcp clients configured request client register resource record , server registers ptr resource record.
could verify os version of problematic computer not register ip address in dns server? if legacy os based-client, need configure dhcp server dns dynamic registration. if linux-based dhcp server cannot it, need use microsoft dhcp server or register ip manually:

meanwhile, please ensure dns dynamic update not disabled on problematic client.
please check disabledynamicupdate registry values in following keys not set 1 on problematic client.
hkey_local_machine\system\currentcontrolset\services\tcpip\parameters\ disabledynamicupdate
hkey_local_machine\system\currentcontrolset\services\tcpip\parameters\interfaces\<interface id>\ disabledynamicupdate
hope helps.
