Allowing standard users to make W7 firewall application rules

is there way give standard users control on windows firewall without giving them ability turn off or switch profiles?  we'd give our users opportunity approve firewall rules when applications request them.

1. go computer configuration --- policies --- windows settings --- security settings --- windows firewall advanced security --- windows firewall advanced security, right click on it, choose properties. change firewall state on, clients cannot disable it.

2. go computer configuration --- policies --- administrator templates --- network --- network conntections --- windows firewall --- domain profile, enable "allow local program exception" should on "grant changes firewall" concern.
