How to set up VPN on a Windoes Server 2003 VM with only one NIC and one public IP?

hope can me issue.
required configure vpn first time , i'm not sure how/what do.
here situation, have windows server 2003 server located in 1 country , has access services available ip addresses country. have clients need access these services located in other countries server is.
server standalone vmware guest windows server 2003 1 nic , 1 public ip address. host has 1 nic installed , using different public ip address, obviously.
need configure rras on standalone server allows multiple remote users access can use services available location.
best way go , required steps accomplish this?

no, don’t have this.

you should install both vpn , nat when run rras wizard.
